Introduction 

 

The Staveley Town Deal is an exciting opportunity for the Chesterfield Canal which will enable the first major length of restoration to take place in several years. In 2021, the Chesterfield Canal Trust was granted planning permission for the next 2.6km of restoration works, from Eckington Road to the Chesterfield Borough Council boundary just south of Renishaw. Under our current project, the works will consist of:

  • 850m of restored canal channel, much of it on the historic Puddlebank, a raised embankment that enabled the canal to cross the Doe Lea valley
  • A vehicle access bridge for farm and maintenance access
  • A 38.5m span bridleway bridge to carry the Trans-Pennine Trail over the canal at Staveley
  • A new lock
  • Water supply pipework
  • Upgraded footpaths and cycleways

The large majority of these works will be delivered by contractors, with works complete no later than 2025. As such, there will be lots of opportunities for companies to bid for works on the scheme. Consultant Procurement – NEC4 Supervisor

 

Scope:

The Chesterfield Canal Trust require a Consultant to fulfil the role of the NEC4 Supervisor to ensure works are constructed in accordance with the contract.

The construction works include a new site entrance, site compound creation, site levelling, construction of a bridleway bridge (TPT Bridge), creation and diversion of Public Rights of Way (PROW) and the application for, obtaining of and compliance with all required permits and permissions.

An overview of Supervise Scope is:

  • The Consultant will undertake the Supervisor role as defined in the NEC4 ECC for all of the works.
  • The Supervisor will inspect the progress and quality of the works, for compliance with the Contract.
  • The Supervisor shall give the PM sufficient notice of all meetings held in connection with the Project which the Supervisor may arrange with Consultants, Contractors or Others in order to give the PM the opportunity of attending. The Supervisor shall provide the PM with a written record of all such meetings.

Main Contractor Procurement Scope Change and Extension – Reconstruction of 850m of Canal and Associated Structures

The current outline design process has encountered unexpected issues with the underground utilities and as such, our current programme would not meet the critical deadlines of vegetation clearance and planning permission expiry in early 2024. As a result, we are removing the site enabling works and TPT Bridge construction from the scope of works and will be seeking to deliver these in advance whilst the outstanding issues with the utilities are resolved.

 

Scope Change

The following items are fully removed from the scope of this procurement:

  • Design and construction of a new bridleway bridge (including abutments) for the Trans-Pennine Trail (TPT Bridge)
  • Site enabling works (including creation of site entrance and vegetation clearance)

For clarity, the remaining list of items within scope include:

  • Detailed design and construction of an earthwork embankment to form the new canal channel for c. 850m, including water supply
  • Detailed design and construction of a new lock structure (Railway Lock)
  • Detailed design and construction of a new vehicular bridge structure (Bellhouse Bridge)
  • Detailed design and construction or upgrades of 3km of footways and bridleways
  • Temporary works design and installation associated with the above.

 

Tender Extension

Following the change to the scope of works, an extension of 7 days has been applied to the closing date. Which is now 1300 on Tuesday 22 August 2023.  A further extension of up to 14 days will automatically be granted should any participant ask for it in light of the changed information. This will be communicated to all participants if enacted.

Where responses to the PQQ have been submitted already, please note that a further response may be submitted in light of the changed information. The last submission received before the amended closing date will be considered in the evaluation.

The procurement for the Main Contractor for these works is now open, the Stage 1 tender documents are available from the contacts below. The Trust has employed a Primary Consultant to manage the project and an Outline Designer to progress design works. The construction period is scheduled from winter 2023 to late 2025. The plan is to deliver the entire project under a single Design and Build contract with a Main Contractor.

 

Scope of Scheme:

  • The design and construction of a new bridleway bridge (including abutments) for the Trans-Pennine Trail (TPT Bridge).

Senior Funding Officer

Salary £30k per annum (£37.5k FTE), 26 days annual leave including bank holidays (32 days FTE).

32 hours per week over 4 or 5 days for two years (with possible extension).

Flexible working with at least 1 day per week in the Trust’s Development Office (currently Staveley, Derbyshire).

An experienced funding officer is required to work within our dynamic trust as we accelerate restoration of the remaining 9 miles of this beautiful canal. This historic canal will link Chesterfield again to the national waterways network at the River Trent. Building on our current £5.3m Towns Fund restoration programme success we are determined to develop and widen our employed staff team with our first dedicated fundraising appointment.

To be considered for this role you will meet these core requirements:

  • A deep understanding of the funding environment in the voluntary and public sector.
  • A demonstrable, successful, track record of securing income e.g. from charitable trusts, foundations, government, and lottery grants.
  • Proven track record of working towards and achieving income targets with an understanding of how to prioritise the most likely funders.
  • Outstanding written, numeric, and oral presentation skills.

And you need to have:

  • Ability to build effective partnerships with funders.
  • Commitment to working with communities to achieve their ambitions.
  • Ability to self-motivate and manage your own workload in all aspects of work from identifying funding through to the grant decisions.

As well as working on major public sector grants, you will take responsibility within our small and busy team for the whole cycle of applications to trusts, lottery distributors, and similar. The main focus will be on securing medium and large grants but you will also have freedom to use your specialist skills for example in legacies, individual giving, or appeals.

Fundraising for canal restoration work will include a wide range of topics of benefit to the area, including recreating the waterway; improving the towpath; building bridges (including a major aqueduct); restoring the historically important Puddlebank and Norwood flight of locks; crossing the M1 and re-opening navigation through/around the Norwood Tunnel. There are also exciting proposals for the canal in the heart of local communities, at Staveley, Renishaw, Killamarsh and Kiveton, as well as along the canal already restored.

This post promises great variety; applications will be for a wide range of funds which will bring benefits to those living along the canal in an area with considerable deprivation. This includes economic regeneration;
bio-diversity; waterways; tourism; employment; skills; volunteer development; active travel; health and community empowerment funds.

Our fundraising will be inclusive, community-led and inspired. You will also encourage volunteers who undertake smaller scale funding activities for the Trust. This will be a very rewarding role as you will need sometimes to work on developing project ideas and concepts (e.g. consulting with communities or discussing with volunteers the inputs they can bring and what they need for their work).

We have prepared short and long term analyses of funders and there is a busy work programme ready to implement.  With our partners we are also developing strategic plans to complete the whole restoration of the last 9 miles and your expertise will feed into that.

The post involves engaging with the public and partners at events in Derbyshire, South Yorkshire and Nottinghamshire. This will mean some evening and weekend work in person, within the 32-hour flexible working week. You will usually attend the office for at least one agreed day per week. The normal working week could be 4 or 5 days, always aligning with core hours (11.00 -15.00).

The Chesterfield Canal Trust is a charitable company led entirely by volunteer Trustees and with a full-time Development Manager. Our office is fully accessible with convenient free parking and connected to Chesterfield by frequent buses and a cycling route partly along the canal. Invitation to Tender – CDM Advisor

The Chesterfield Canal Trust has recently been awarded £5.3m of funding to restore a section of the Chesterfield Canal between Staveley and Renishaw, Derbyshire. The project is scheduled to progress from Summer 2022 to late 2024. The Trust will be undertaking the Client Dutyholder role, as defined by the Construction (Design & Management) Regulations 2015 (CDM). To support in discharging these duties, the Trust is seeking to appoint a CDM Advisor. In brief, the services will consist of:

  • Advise and Assist. The CDM Advisor will advise the Trust as required. This will include, but may not be limited to, ongoing support to ensure the Trust complies with its responsibilities under CDM regulations and general advice on the design process and H&S issues.
  • Assure. The CDM Advisor will assure the Trust that it is achieving its CDM responsibilities by conducting health and safety audits and site visits once a Principal Designer is appointed and works begin on site, monitoring the performance of duty holders.
